Enabling the capability creates additional supporting indexes and consumes tokens in use. Why it matters: EEA and FedRAMP tenants stay opt-in, so Swiss and EU customers keep control of the switch, but everyone else gets Dataverse grounding and token consumption turned on for them in new environments.
