More control and better accessibility with permalinks in SharePoint Online

SharePoint Online adds a tenant-level "Use permalinks" setting so admins or site owners can turn heading permalinks on or off per organization; disabling it removes the permalink control at each heading to reduce tab stops for keyboard and screen-reader users. Rolling out to all enterprise tenants.
